Formula, packaging and label are validated together

A change in one of the three affects the other two. The approved reference is only useful when all three match.

Not every project requires every deliverable: they are set out in writing before we start.

Cosmetics and beauty devices do not follow the same path

Cosmetic product

Creams, serums, cleansers, masks or hair products fall under Regulation (EC) 1223/2009: formula, safety assessment, labelling and CPNP notification.

Beauty device

LED, EMS, radiofrequency or facial-cleansing devices are electrical products with different technical and documentary requirements. We cover them on a dedicated page.

Regulation: who does what

Depending on the product, we work with the designated Responsible Person and with specialists on the safety assessment and product information file (PIF), good manufacturing practice, labelling and CPNP notification.

  • The CPNP is a pre-market notification, not an approval or authorisation of the product.
  • EC HolaHome does not act as Responsible Person, safety assessor or laboratory, and does not provide CPNP notification itself: we coordinate the work with whoever assumes each role, without promising approval or conformity.
  • When the operation includes importing, we define beforehand who will be the responsible operator and which activity requirements apply. In Spain, importing cosmetics directly from third countries requires a responsible declaration to the AEMPS, which is separate from the product notification in the CPNP.

They depend on the manufacturer, the formula, the packaging and the testing required. The proposal sets out the scope, the fees or supply price and the terms before we start.

Frequently asked questions about cosmetics

01Can I produce with my existing formula, or do I need to develop one?

Both are possible. With an existing formula we review its transfer to the manufacturer and its compatibility with the packaging; without one, it is developed with the manufacturer and competent professionals from your brief.

02I already have a supplier in China. Can you work with them?

Yes. We can coordinate samples, documentation, control and import with your current manufacturer, or compare it with alternatives if you need to.

03Who prepares the product documentation?

The safety assessment, the PIF and the CPNP notification are the responsibility of the Responsible Person and qualified specialists. We coordinate data collection with the manufacturer and follow up on open points.

04Does CPNP notification mean the product is approved?

No. It is an electronic pre-market notification; it is not an authorisation and does not replace the safety assessment or the Responsible Person's other obligations.

05Can I use my own packaging?

Yes, provided it is compatible with the formula and with the manufacturer's filling process. Compatibility and stability are reviewed before the reference is approved.

06What do I need to send to get started?

Product category and use, destination market, formula or brief, packaging references, expected volume if known and the documentation available. With that we define the next step.
